President Michel makes top-level ministry changes
President James Michel has announced top-level appointments in his office as well as in ministries responsible for tourism, foreign affairs, culture, education, investment, natural resources and industry following the recent major cabinet changes.
The Secretary of State (Cabinet Affairs) and head of the civil service is Mohammed Afif, formerly the Cabinet Secretary.
Barry Faure is the new Secretary of State in the President’s Office, while Dr Rolph Payet is the special adviser to the President.
Lise Bastienne has been appointed as principal secretary for presidential affairs in the Office of the President. She was formerly director-general for presidential affairs.
Sebastien Pillay becomes the new director-general for presidential affairs.
The press secretary, Srdjana Janosevic, has been appointed chief press secretary in the Office of the President.
Patrick Bijoux has been appointed director-general for administration and finance in the Office of the President.
The President has also nominated Secretary of State Mr Faure as the chairman (non-executive) of the Seychelles Tourism Board, whose former marketing director Alain St Ange will be its new chief executive (designate). They will take office following amendments to the STB Act 2009 in the National Assembly which creates these posts.
The previous chairman and chief executive of the STB and newly-appointed ambassador Maurice Loustau-Lalanne is the new principal secretary for foreign affairs.
The former principal secretary for education, Jeanne Simeon, has been appointed principal secretary in the Office of the Vice-President (designate). Hans Aglae is the special adviser to the Vice-President, while Aude Labaleine is the director-general in the Vice-President’s Office.
Marise Berlouis, formerly principal secretary for industry, is the chief executive of the Seychelles Licensing Authority, which falls under the Ministry of Finance.
The former principal secretary for national development, Christian Lionnet, assumes the role of principal secretary for land use and housing.
The former principal secretary for investment and transport, Veronique Herminie, has left government and is pursuing opportunities in the private sector. She however remains chairman of the Seychelles Fishing Authority.
Marie-Ange Hoareau is the principal secretary for immigration and civil status in the Ministry of Home Affairs, Environment and Transport. Police commissioner Ernest Quatre and superintendent Maxime Tirant also report to the Minister for Home Affairs, Environment and Transport.
In the Department of Environment, Jeanette Larue has been appointed director-general for education and public outreach, and Alain de Commarmond is the director-general for policy. Gerard Hoareau is the new chief executive of the Seychelles Land Transport Agency. The portfolio responsibility for Disaster and Risk Management will now fall under the environment department.
The former director-general for schools, Merida Delcy, has been appointed principal secretary for education.
The former director-general for culture, Raymonde Onezime, is the principal secretary for culture, while Denis Rose remains principal secretary for Youth and Sports, and Olsen Vidot remains principal secretary for community development.
Lucy Athanasius has been named principal secretary for industry. She was formerly principal secretary in the Vice-President’s Office. She also keeps her responsibility for the Young Leader Programme in collaboration with the University of Seychelles.
The new principal secretary for investment and natural resources is Michel Nalletamby, while Hélène Maiche becomes the principal secretary for health.
All other principal secretary and special adviser posts remain unchanged.
